Today's leaders face an increasingly complex tapestry of economic, political, and social challenges.

  • Globalization is advancing rapidly. Leaders must understand how new rules of the game for global governance will affect their countries and organizations. They must develop the technical and political skills to be heard in international arenas at the same time that they mediate the impact of global change on the economic and social futures of their countries.
  • Decentralization of decision-making authority creates more challenges. Leaders in times of transition must understand how to build coalitions and negotiate across multiple layers of government and networks of interested parties. At the same time, leaders at local and regional levels are reaching beyond central governments to build relationships with global markets, international civil society, and supra-national institutions.
  • Pressures for democratization and participation are increasing. Political parties, NGOs, interest groups, and a variety of other organizations in civil society are making more claims on government at all levels and are holding leaders more accountable for their actions. Increasingly, leaders must develop capacities to lead through consultative and participatory processes.
  • Knowledge is expanding exponentially. Leaders must spend more time acquiring knowledge for informed decision making and must guide their organizations in adapting new technologies and new knowledge to improve performance and responsiveness to the needs of citizens.

Programme Structure

  • Each day, participants prepare and discuss cases that highlight the difficult decision-making situations faced by leaders in countries in which major political and economic transitions are going on. In small group and class sessions, they work together with faculty to analyze the economic, political, and organizational factors that surround such decisions.
  • Participants also develop and present their own cases of situations that have taxed their leadership skills and called forth innovative solutions to difficult problems. A variety of exercises and small group activities develop skills in problem definition, priority setting, conflict resolution, negotiation, and risk assessment. Internationally prominent scholars share research findings and analysis related to the concrete problems of reform.

Academic Requirements

  • Admission is based on the candidate’s depth of experience and range of responsibility. There is no formal educational requirement, but fluency in written and spoken English is a necessity for the program.
  • Early application is encouraged. Qualified candidates are admitted on a rolling, space-available basis, and the program often fills to capacity. Because of the interactive nature of this program, the number of participants is limited. Applications received after the deadline will be considered only if space remains in the class.
